- Preheat oven to 350°F. Line 2 rimmed baking sheets with parchment paper. Whisk flour, baking powder, baking soda and salt in large bowl. In a separate large bowl, beat butter, granulated sugar, Finishing Sugar and brown sugar with electric mixer on medium-high speed until light and fluffy, about 1 minute.
- Add the oil, applesauce, eggs, and vanilla; beat on high speed until blended, about 3 to 4 minutes, scraping down the sides as needed. Gradually stir in flour mixture, beating on low speed until combined. Scoop batter by the heaping tablespoon onto prepared baking sheets, spacing about 3 inches apart. Sprinkle with additional Finishing Sugar.
- Bake 12 to 14 minutes or until edges are very lightly browned and the tops spring back when pressed gently. Cool on baking sheets 5 minutes. Transfer to wire rack to cool completely.
- Meanwhile, for the Filling, beat butter in large bowl with electric mixer on high speed until completely smooth, about 2 minutes. Add Finishing Sugar, vanilla and salt; beat on medium-low speed just until combined. Gradually add confectioners’ sugar, beating until well blended. Add milk, mixing until light and fluffy.
- To assemble Whoopie Pies, spread or pipe filling onto flat side half of the cakes. Top with remaining cakes. Sprinkle or roll whoopie pies in additional Finishing Sugar to add shimmer to the filling.
